公告 上线 status 页面，显示 Ruby China 背后服务的运作是否正常

队列什么的，有可能会被无意中关掉，有这样的页面就可以随时看到各种服务是否正常了。

后面还会增加更多的，尤其是关于 gems.ruby-china.org 方面的检查。

关于这个功能

这个功能是基于 status-page 来实现的

按要求配置，访问 status 页面出现如下错误 AbstractController::ActionNotFound (The action 'index' could not be found for StatusPage::StatusController) 已发 issue

gems.ruby-china.org 好像出问题了。在 docker 里跑一直报：

ERROR:  While executing gem ... (OpenSSL::SSL::SSLError)
    hostname "gems-10023966.file.myqcloud.com" does not match the server certificate
