我之前一直在用 mysql, 设置的是大小写不敏感。

encoding: utf8mb4
collation: utf8mb4_unicode_ci

现在我正在学习使用 pg, 自然我也希望是设置成大小写不敏感，但是我却没发现像 mysql 直接设置的选项。

尝试查找，没有发现类似设置。

现在只是在写 sql 时，强行加上 lower()
